तू डाल डाल तो मैं पात पात (19/11/2016)

पिछले दस दिनों से देश में एक अफरा तफरी का माहौल कायम है। देश की सरकार ने जब से 500/- और हज़ार के नोट वापस लेने का निर्णय लिया, ऐसा लगता है मानो सारा देश 500/- और हज़ार के नोट वापस करने में लग गया है और यह सिलसिला निकट भविष्य में समाप्त होता नज़र नहीं आता। यों तो टेलीविज़न और रेडियो के माध्यम से प्रधान मंत्री महोदय हर माह अपने “मन की बात” जनता के समक्ष रखते थे किन्तु प्रधान मंत्री के मन ऐसी कोई बात भी होगी इसका भान देशवासियों को कदापि नहीं था। प्रधान मंत्री के इस संबोधन ने जहां मन की बात की गिरती टी.आर.पी. को नया जीवन दान दिया, वहीं प्रधान मंत्री के “मन की बात” से बेजार हुई देश की जनता को एक सबक जो उन्हें न सुनने की गलती अब दोबारा कदापि नहीं करेगी। 

देश में यों तो भ्रष्टाचार और काला धन सर्वत्र व्याप्त है और यह निर्णय इस दिशा में किया गया छोटा सा प्रयास, किन्तु इस छोटे से प्रयास ने विभिन्न राजनैतिक दलों में एक उफान खड़ा कर दिया है। देश की विभिन्न राजनैतिक दलों के बीच एक भीषण युद्ध छिड़ चुका है जो शालीनता की हर सीमा पार कर चुका है। संध्या समय टेलीविज़न पर विभिन्न चैनलों पर राजनैतिक पार्टियों के प्रवक्ताओं के बीच चल रहा परस्पर "वाक युद्ध" आपको गली में सामानांतर चल रहे "कुक्कुर युद्ध" को मात करता नज़र आएगा। फ्री स्टाइल कुश्ती की तर्ज़ पर जिसके गले में जितनी शक्ति है वो उतनी ही शक्ति से अपनी बात रखने की कोशिश करता है और देश की जनता बिना टिकट इस का मनोरंजन का आनंद लेती है। अवाम के गिरहबान में नज़र रखने और डालने वाले कब अपनी गिरहबान पर नज़र डालेंगें और खुद को पाक साफ़ करेंगें यह देखना अभी बाकी है। काले धन पर इस निर्णय का असर बहुत ही सीमित जन समुदाय में दिख रहा है और राजनैतिक दलों में इसका कोई आर्थिक असर तो फिलहाल दिख ही नहीं रहा। 

यो तो काला धन को अमीर लोगों की थाती बताया जाता है पर इस घोषणा के बाद अमीरों और गरीबों की जुगलबंदी देखने लायक है। देश की गरीब और बेरोजगार जनता को अमीरों के काला धन को सफ़ेद करने का बैठे बिठाये नया रोजगार मिल गया और प्रतिदिन सुबह से ऐसे लोगों की भीड़ बैंकों के सामने खड़ी होने लग गयी जिन्हें अमीरों ने अपना काला धन सफ़ेद करने के लिए किराये पर लगा रखा है। इस तिकडमी दिल्ली ने यहां भी अपना जुगाड़ बिठा लिया है। 4000/- के एवज़ में 500/- रुपये सौदा बुरा नहीं है। जिस चार्टर्ड बस से ऑफिस जाता हूँ रोज़ ही नोट बदलवाने के रेट की चर्चा होती रहती है। रोज़ यह रेट बदलता भी रहता है। यहाँ भी रिटेलर और होलसेल के रेट अलग-अलग हैं। रिटेल में जहां 4000/- के एवज़ में 500/- का दर है वहीं होलसेल में 70:30 का दर चल रहा है जिसके 50:50 तक होने की सम्भावना है। इस सारे प्रकरण में आम जन परेशान हो रहा है। जिस देश में लोग सिर्फ और सिर्फ अफवाहों पर ध्यान देते हैं और इन अफवाहों के चक्कर में "नमक" तक की कालाबाज़ारी और होर्डिंग करने में लग जाते हैं वहां रुपयों की किल्लत ने मानो लोगों को खर्चना ही भुला दिया है और सारे देश को एक लंबी कतार में खड़ा कर दिया है। अपने देश की “ईमानदार जनता” की इन सब गतिविधियों को देख जहां सरकार नोट बदलवाने के नियमों में नित्य नए बदलाव ला रही है वहीं देश की जागरूक जनता भी नित्य इनके काट खोज लाती है। तू डाल डाल तो मैं पात पात। इस डाल पात के खेल में कौन डाल पर होगा और कौन पात पर यह अगले वर्ष उत्तर प्रदेश में होने वाले चुनावों में साफ़ हो जायेगा। बिना काले धन देश की विभिन्न राजनैतिक पार्टियां चुनाव कैसे लड़ती हैं यह देखना दिलचस्प होगा। यह भी स्पष्ट हो जाएगा कि हाथी के दांत खाने के और दिखाने के एक हैं या भिन्न।

REMEMBERING CHILDREN ON THIS CHILDREN DAY (14/11/2016)

A couple of news item in today’s edition of the “Times of India”, the daily newspaper I read, left me disturbed. The first pertained to new case of sexual assault on 12 year old girl child (12^th case in as many days) at Buldhana Ashram School near Nagpur by 15 people led by one Ittusingh Pawar. Many among accuse belong to the school administrative staffers and other employees. The school gets grant for imparting education to tribal girls but such incidences questions government’s intent to provide education to the girl child and also ensure their safety and dignity. It puts a question on a society that is so dumb to even raise its voice of protest. Such news may well deter parents from sending their girl child to school. Government needs to take deterrent action promptly as this will be more fruitful than spending crores on futile campaign such as “Beti Bachao Beti Padhao” which may not be welcomed if educating a girl child is fret with such risks. One must not dismiss such incidences as isolated cases as these have the impact to blunt any developmental programmes launched by the Government. Talkinig of education, it is a pity that even in the 21^st century, the Indian Education Syatem breeds inequality in society- an education system for the poor and another for the rich and affluent. Noted Nobel Laureate Kailash Satyarthi’s article in today’s newspaper “The struggle for Childhood” deftly brings out such issues involving our children. Government’s intent of Universal Child Education will deliver the desired result only if we provide uniform education to every child. 

However from the newspaper I could gain that child- the future of India does not have much importance in the eye of the political parties- probably because they are no vote bank. Delhi Durbar has no time for such small issues. So while the Congress was busy in remembering Pandit Jawahar Lal Nehru on this children Day, (since 2014 such advertisements are now published by the Party and not by the Government of India, in the same manner as prior to 2014 the BJP and not the Government of India use to remember its leading light. One can judge the Indian politicians from this small change) the ruling elite which announces a prograame a day had not much to offer than an official function to award a few children. 

While justifying his Government’s decision to withdraw Rs. 500/- and Rs. 1000/- rupee note, the Hon’ble P.M. said “they perhaps thought I was like previous regimes who wouldn’t disturb status quo”. Oh! How much I wish the Hon’ble P.M. disturbs the status quo to introduce Universal Common Education for our children and ensures safety of our children. Such an investment in human wealth will have far reaching impact on Indian society and economy than any other small time measures.
